That’s because after Ukraine finishes with them, there won’t be enough of Russia left to contribute to the ISS.

This is short-sighted and foolish. Russia already has a significant brain drain among their highly skilled tech employees. The only thing keeping Roscosmos afloat is their cooperation with other space agencies. At this point, including Russia in international space programs is a diplomatic favor; they aren't needed, and frankly, probably not wanted. Perhaps they are pulling out before they get kicked out? The Russian presence, in recent years, has been more trouble than they are worth, and the atrocities in Ukraine just underline another reason to cut all ties with the Putin regime. Regardless, the remaining skilled engineers at Roscosmos are going to be looking for good jobs with high pay, and they aren't going to get that from within the Russian Federation. I see no reason for them to stay, not unless under gunpoint or threats to their families are involved.
