Florida bill would ban dogs from sticking their heads out car windows
If passed, drivers who let dogs sit in their lap or put their heads out vehicle windows in Florida would receive a moving violation.

There are some provisions (e.g., limiting declawing, not permitting animals to interfere with the driver) I agree with. But requiring dogs to be in a crate or harnessed while riding in a vehicle — and not letting them stick their head out a window — is impractical. Large crates are hard to handle in mid-size cars, and the harnesses we've looked at aren't easy to deal with either.
