Yep, text compresses insanely well. They do have opportunity (if they're giving the 911 people an app to use this) to provide a lot more - but it's all textual data (GPS coordinates, etc) - now, if they add the capability to add pictures (for injuries, for example), they'll need to whittle that down to the smallest image possible. Heh. EGA resolution?
