This will be looked over with a fine-tooth comb and be supplanted the rich/hoarders. Make it extremely easy for working class people to get mortgages with 0% down. Many renters pay more in rent than others in mortgage payments. For a lot less real estate. With nothing to show for it years later. Stipulate that there be at least a minimum amount of payment/years before they can flip the home.
