Why doesn’t YouTube’s browser interface work like the app?

By that I mean in the app you can scroll through comments and other information and the video still stays in its location. On the browser when you scroll it also scrolls the video off the screen. Is there a way to change that? It seems like really lazy programming considering how many sites have ads on their sites that you don't want to see and you are unable to scroll them off the screen. So this should be possible with YouTube's browser interface to lock the video in place.
