There is a third option:
It's US technology and it was a test gone wrong.
Given the weird behavior of the CIA/DNI, possible, but overall unlikely I feel given the oddly specific yet geographically diverse targets. The targets were all people working on Russian matters or their families working for CIA and State department all over the globe and independent reporting places known Russian intelligence agents in the vicinity at many of the attacks. Plus the Russians basically bragged about doing it and are known to have researched this area with the people suspected to have been the lead researchers receiving big promotions and bonuses prior to the first attack. That it’s the Russians is the simplest, cleanest explanation, except for our reticence to then say so. That's the weird part. It could be this weird hang up we seem to have about non-escalation, but given that at least one attack was supposedly on US soil ... that's nuts to me? Especially now that Russia is openly invading Ukraine and we're supplying the Ukrainians with weapons - never mind suspected Russian assassinations and assassination attempts prior and during the invasion all over Europe and the globe at large (and a lot overlap between the agents suspected in those killings and the alleged radiological attacks - if I remember the reporting, thought to be the same overall unit). So I dunno, seems small potatoes in comparison in terms of escalation.

So I'm not dismissing any possibility, but that's how I view the most likely scenario and the only thing that bothers me is the seeming lack of response and basically coverup from us. Of course we don't know that we haven't retaliated in other ways, but still. Then again, there are aspects of our response to the Russia's invasion of Ukraine that similarly make 0 sense to me (like all the red lines that Ukraine had to follow and weapons that couldn't be sent until it was almost too late and so much time and opportunity had been lost), so maybe the problem is me. :)
Remember the Anthrax letters several years ago?
Those suddenly stopped, and I believe no perpetrator was officially found.
I still think that the Anthrax came from a bioweapons lab that the US shouldn't officially have, which is why the story simply died.
Actually, it’s no secret that we have “biodefense labs” with anthrax - and much more. So do the Russians. So do a number of others. Hell during the 90s when the Russian economy collapsed we paid for upgrading the security to all their bio weapons labs to prevent escape. I think there was an old 60 minutes on that back in the day. I was a teenager at the time and it was scary as hell when they talked about what security had been like in places storing small pox and plague and just about every other nasty bacteria and virus known to man. I may be half remembering but it was wax seals on the -80 fridges and a half broken lock on a door guarded by a man who hadn't been paid in 6 months and shit like that.

Here's some more information about Havana Syndrome.

Personally... I still believe people are suffering health issues from the adverse consequences of a Russian surveillance system employing microwave (or even ultrasonic) energy to eavesdrop on sensitive conversations at large distances.
