1. Lawmakers unpopular with minorities who figured out they can pass such laws to disenfranchise them.
2. The totally out of touch SCOTUS who decided a few years ago that racism no longer existed... clearing a path for these lawmakers to pass such laws - the voting rights act would have prevented most of these from seeing the light of day. Now, people have to sue to stop such discriminatory laws instead of the onus being on the racist lawmakers as to why they want to pass them.
