Except, that is not what the Federal Emergency Management Agency is for. They deal with shattered lives right now, not a few weeks later. They fill in the immediate gap that insurance agencies are not designed to deal with.TBH, I don't think Congress should be voting on this in the first place. At least not as a specific line item. It should already be in the budget for natural disasters.
