TBH, I don't think Congress should be voting on this in the first place. At least not as a specific line item. It should already be in the budget for natural disasters.

Except, that is not what the Federal Emergency Management Agency is for. They deal with shattered lives right now, not a few weeks later. They fill in the immediate gap that insurance agencies are not designed to deal with.
