TikTok could be banned in U.S. with upcoming bill to prohibit foreign tech

Just a question about basic civics, if a bill passes both houses and is signed into law how is it that a president can simply ignore it? I don't want to see TikTok banned but am wondering what the point is of creating laws at this point?

i believe in this case the law actually contains language allowing the president to delay things.
