That would be pretty embarrassing as Snapdragon 8 Gen 3 with Cortex X4 at 3.2GHz is also coming in roughly the same as M1 https://browser.geekbench.com/v5/cpu/21861210

What ai find interesting is that X4 is considerably wider than M1, but the IPC appears to be very similar. We also saw the same with A17. Maybe we finally hit the instruction level parallelism wall?

Look at the per-core speeds and then look at the headline.

So one wonders what the heck this was … an errant low power test? run through an emulator as @exoticspice1 inferred? just bogus? Pre-release leaks are always finicky.
