I am about a 4.5. Right between the brown/tan and light green. My whole county (Yavapai) is supposed to be Dark Sky, but it isn't enforced.

Any idea how the Bortle rating works over the entire night? At 11pm here there is still some light pollution, but at 4am, it is very, very dark. Just didn't know if they used an average or peak.
