If it is a factor, I wouldn't see it as a "See ya, suckers. Good luck with that." exit. I see it more as deeply personal reasons he doesn't want to be part of the capitulation and feels somebody else could potentially handle it better and feel less personal about it. It's like a major business model change that he maybe feels he's not right for.

And possibly regrets it and doesn't want to continue. Like was mentioned, we don't know what threats were being made behind the scenes. This would be on top of the public demands that Apple start doing more manufacturing in the US regardless of the negative financial impact.
