This is the best explanation of what's going on that I've heard so far.

Due to Trump's age and a history of being a moron he doesn't really know WTF is going on right now. He'll sign anything the oligarchs and Project 2025 masterminds tell him to, follow it with some MAGA gibberish and go back to playing golf.

Major hedge funds have started moving money towards wagering the US economy will collapse. This is what the oligarchs and others at the top want. They'll also take a hit but they'll still be doing great coupled with a likely government bailout for their class. May seem stupid to do that while their moron is in charge, but he's outlived his usefulness and he'll be the fall guy. Why would they want an economic collapse? Because in the aftermath it will lead to decreased wages and worker rights, deregulation, and buying everything up at fire sale prices and selling or renting it back at inflated prices they will control. They'll emerge from this with even more wealth and power.

They're also using their half century of practice in destabilizing other countries to bring the US citizens under the heel of dictatorship. Trump's (dictated to him) foreign policy is removing all the carrots and controlling entirely by the stick and the plan is the same for Americans.

Apparently the offer was made to the entire workforce. Should a lot of managers/strategists/analysts/scientists/linguists/specialists/operators/photo-interpreters/researchers/etc,etc. take the offer that could be a problem.
